What's the function of this Tester?

This IIJ-II Tester is testing all kinds of Insulation Oil's Dielectric Strength Value.

2. Output voltage: 0 to 60KV, 80KV, 100KV (100KV should be special designed)

3. Capacity: 1.6KVA, 2.0KVA

6. Dielectric strength sensitivity : less than 2KV
